This is the finished product. The 1" thick steel block was machined by my son to accept the tip of the screw post. Four bolts threaded into the steel block hold it in place. The bolts use tapered washers designed for I-beams since the inner surfaces of an I-beam are tapered. It still isn't up to today's code, but it should be more stable than it was.
